前言

2010 Chinese Seminar on the Principles of Safety Science and Technology is to be held inBeijing, China, in October, 2010. This seminar is sponsored by China Occupational Safety andHealth Association, the Department of Policies, Laws and Regulations, the State Administration ofWork Safety and North China Institute of Science and Technology, and organized by North ChinaInstitute of Science and Technology. Collected in the proceedings are 155 papers accepted forpresentation at the Seminar.Safety Science and Technology is a comprehensive and interdisciplinary subject, whichspecializes in the safety and health issues involved in the public domain and production. In recentyears, the scientists and managers of colleges and universities, research institutes, enterprises andgovernment agencies have discussed thoroughly about the basic theories of safety science andpractical issues and made lots of findings. These papers of this proceedings describe the latestachievements in the field of safety science and technology in China. Except for public safety issues,these papers involve the issues of safety science and technology in the field of coal mines,construction, transportation, civil aviation, and petro chemical industry. These papers involve widerange of disciplines including law, sociology, economics, management, education and cultiare. Thesepapers show innovative ideas and advanced methods. I believe this proceedings will further promotethe richness of the theory of safety science and technology and the exchange of the results of safetyscience and technology. 插图：Public safety, the direct impact on the people in two aspects: First, the overall impact on the people from ademographic perspective, any major public safety events will affect the composition of the population, for example,every time a war will affect the population within a certain range the total number, sex composition, age structure,fertility, mortality, etc.; Second is the impact of individuals, public safety impact on the population is the mostdirect impact on individual, and will be passed to reflect the impact of the individual above the overall population.4.1  A direct impact on human lifePublic safety for the people of the most serious impact is the impact on human life. Generally speaking,public safety, the impact on human life is reflected in the population age composition, mainly on the populationage structure of the population ratio, population, life expectancy, and population mortality rates.Individual concerned, the impact of public security for the individual life is the end of human life, resulting inthe death of the individual.Public safety impact on human life, often have serious social impact, for the individual concerned, death as adirect result of the end of individual life, but also result in making the individual social relations Unstable or shock,such as children, spouses, parents, other social relations, the severe psychological impact, resulting in severeemotional fluctuations, while the legal relationship will result in the re-formation, resulting in law and orderinstability. For the population overall, the termination of human life, causes population decline in population, alarge number of deaths for young adults, but also affects the social productive forces, the reduction in birth rate reduction, while also affect the social life of the other aspects.
