版权页：The main focus of the US foreign policy was on its intensified strategicrealignment in the Asia-Pacific region in 2011. Although faced withcritical diplomatic issues such as the unrest in West Asia and NorthAfrica， the US appeared cautious in its involvement in these issues，avoiding additional burden on itself. At the same time， it was seekingmultiple approaches to bringing the two wars to an early end. To beefup its economic growth at home as soon as possible， the US tilted itsforeign policy further to the economic field， strengthening coordinationwith Europe in financial regulation， expediting the process of buildingthe Asia-Pacific trade regime， and consolidating economic and traderelations with Latin America and Africa.I. Intensified Strategic Realignment in the Asia-PacificRegionSince 2011， the United States has further increased its investment ofdiplomatic and strategic resources in the Asia-Pacific region and toaccelerate the comprehensive implementation of strategic realignmentin the region. The US made it clear that it would shift its strategicfocus to the Asia-Pacific region， which would proceed along six keylines of action： Strengthening bilateral securit）r alliances.Alliances， particularly those with Japan and South Korea， are the fulcrum of the US strategic refocus to the Asia-Pacific. Although somediscords occurred in the US-Japan relations because of the impacts ofthe Fukushima nuclear leakage accident in the first half of 2011， thebilateral alliance was further strengthened during the year. The two countries signed a memorandum of air refueling， allowing Japaneseair self defense force to refuel the US military aircrafts during thejoint training exercises and on other relevant occasions， thus makingpossible two-way mid-air refueling of the US military and Japaneseair self-defense force （ASDF） planes， a reverse of the previouspractice that the ASDF jets were refueled by the US military planes.The two countries concluded an open skies agreement to enhance thebusiness contacts and people-to-people exchanges. They launched astrategic dialogue on the Asia-Pacific affairs. The US and South Koreacontinued to develop the capacity ofjoint operations and increaseinteroperability. The two countries began to conduct joint researcheson nussile defense.
