前言

  This Standard is compiled according to the document [2005] No.73issued by the National Development and Reform Commission, named asNotice on printing the Development and Revision Plan of ProffessionalStandards in 2005, This is a recommendatory standard.  During compilation, comprehensive investigation and data collectionhave been made, and practical experience of hydropower and waterresources engineering blasting safety monitoring in China and latestresearch results at home and abroad have been summarized. In additionrelevant authorities and experts are consulted with extensively. Then thisStandard is finally formed.  Appendices A and E are normative.  Appendix D is informative.  This Standard was proposed by China Electricity Council.  This Standard is under the jurisdiction of Technical Committee ofStandardization for Hydropower Construction of Electric Power Industry.  This Standard is drafted by: Changjiang Science and ResearchInstitute, and Key Laboratory of Rock and Soil Mechanics andEngineering of Water Resources.  The drafters of this Standard: Zhang Zhengyu, Wu Xinxia, ZhaoGen, Zhang Wenxuan, Wang Wenhui, Zhu Hong, Liu Meishan, XiongJin and Wu Congqing.  Translated and examined by Sinohydro Corporation: ZongDengfeng, Liu Meishan, Wu Xinxia, Hou Yujing, Liu Yaoru, YanFuzhang, Zheng Jiaxing, Zhang Yingkui and Wang Yi.

  4.0.1 This Standard is formulated to ensure the safety of protectedobjects and to standardize blasting safety monitoring methods inblasting construction.  4.0.2 This Standard includes the monitoring related to blastingsafety of hydraulic structures.  4.0.3 Blasting safety monitoring shall adopt the method of instrumentmonitoring combining visual inspection.  4.0.4 The items of blasting safety monitoring shall be determinedaccording to project nature, blasting scale, topographic andhydrogeological conditions, environment and the importance ofprotected objects, with tracking monitoring or periodical monitoringmethod given in Appendix A.  4.0.5 Blasting safety monitoring shall follow the following principles:  1 Monitoring points shall be arranged according to the dynamicresponse of the blasting, with reasonable layout and comprehensiveconsideration of the static safety monitoring locations.  2 The selection of monitoring facilities shall meet the accuracyrequirement, with preference to the automatic monitoring equipment.  3 The installation of monitoring facilities shall meet designrequirements.4.0.6 Blasting monitoring design shall be provided according to thestipulations in Appendix A when blasting construction is adopted forthe projects of reinforcement, expansion and reconstruction.
