Figuring out how to transform poorcountries into rich economies is tough. The trackrecord of economic advisers over the past half-centuryisnt heartening. The search for growths elixir hasranged from foreign aid to investment in machinery，from improving education to limiting populationgrowth， from granting loans in return for reform to debtrelief conditional on reform. None of these policyprescriptions have had the hoped-for irffpact.
